From Monday anyone who deliberately causes or allows serious physical harm to a child or vulnerable adult can be prosecuted. The Domestic Violence, Crime and Victims (Amendment) Act 2012, creates the new offence, which carries a 10 year prison sentence and it comes into force on Monday.
